My mage is level 104 so is probably the reason she cannot use the lower level portal. With Battle For Azeroth, it is no different and two new islands have been added to the map, Zandalar and Kul Tiras. Portals to the Blasted Lands should appear nearby portals to Hellfire Peninsula (Stair of Destiny).
